If it is a legacy BIOS system, the SED (Opal) functionality will not be able to run and is disabled.

On Windows 8 or later:

Press the <Windows> + R keys to open the Run dialog, type msinfo32, and press Enter. In the right pane of System Summary in System Information, inspect if the BIOS Mode value says Legacy or UEFI.

On Windows 7 it is unlikely that the system is running in UEFI mode unless specific measures have been taken to install in UEFI mode, and you then already know that the system is running UEFI.

If you are on a UEFI system

Download and run UEFI Opal Tool (UEFI Opal Tool). (Note: Both Opal tools support NVMe.)

Usage:
1. Format an empty USB drive with FAT32 file system using Windows OS:

A. Go to 'My Computer'
B. Right-click on the USB drive
C. Choose 'Format...'
D. In the dialog, under 'File system', choose 'FAT32'
E. Click on 'Start'
F. Wait for completion.

2. Copy the EFI folder in the archive to the root of the formatted USB drive.
3. Disable the Secure Boot on the UEFI machine to be tested (because the tool is not signed for Secure Boot mode).
4. Boot from the USB drive on the computer to be tested. Make sure the USB drive is booted in UEFI mode.

Explanation

The tool will present a menu with choices:
